Legality of Vending

Harare Vendors By-Laws 2014, contained in Statutory Instrument 159 of 2014, published in the government gazette, empower the council to set aside land or premises for vending. The laws also allows council to register vendors, set tariffs, police and fine them for failure to uphold the law. NAVUZ members have however called for a revision of these by-laws and an increase of the amount of vending sites in Harare. Currently about 85,000 vendors compete for space in 1,185 vending sites. This is coupled with the lack of sanitary facilities and safety provisions in the areas that are designated. NAVUZ has therefore requested that the council stop confiscating the goods of vendors until
